The building at Tõnismägi 5a was completed in 1908-1909 as a multi-storey Art Nouveau apartment building. It was designed by Arthur von Hoyningen-Huene and was one of Tallinn’s earlier large rental buildings. In 1937 the building was converted for the Joint Health Insurance Fund (Ühine Haigekassa), and later it became part of the complex of medical institutions between Tõnismäe and Hariduse streets. From 1977 to 1994 the building housed the so-called Seppo Clinic – a treatment and research institution for traumatology and orthopaedics, whose name was linked to the work of surgeon and traumatologist Arnold Seppo. Seppo was a pioneer of Estonian orthopaedics, and his name is associated with the development and application of metal osteosynthesis methods. Later the building was used by ministries – by the Ministry of Justice from 1994 to 2017, and from 2019 as the Tallinn office of the Ministry of Education and Research. The building’s façade is characterised by rough-hewn limestone lower floors, light plastered wall surfaces, side risalits with triangular pediments, an Art Nouveau portal and dormers. Thanks to its dignified architecture and multi-layered history, the former Seppo Clinic is a remarkable part of Tõnismäe’s historic urban environment. This distinguished building is now awaiting renovation, and Tõnismäe 5a will once again become a home. The historic Art Nouveau building will be restored to its original function as a dignified apartment building. The building is due to be completed in 2028, and the renovation is being carried out by the real estate development and construction company Hausers.
