The headquarters of the European Union Agency for the Operational Management of Large-Scale IT Systems (eu-LISA) is located in Tallinn’s Kalaranna waterfront district. Established in 2012, the Agency is responsible for managing and developing large-scale information systems that support EU policies in the fields of justice and home affairs. Completed in 2018, the headquarters is situated near the historic Seaplane Harbour and has become an important part of Northern Tallinn’s rapidly developing urban landscape. Designed by Jaan Kuusemets, Üllar Ambos, Erko Luhaaru, Ioannis Lykouras and Pille Noole (DAGOpen and LÜNK Architects), the building features modern architecture, extensive glass facades, abundant natural light and open-plan spaces that reflect the values of cooperation, connectivity and trust. Particular attention was given to energy efficiency and sustainability. Tallinn serves as eu-LISA’s strategic management headquarters, supporting the functioning of the Schengen Area, the management of EU external borders and secure information exchange between Member States.
Photos are allowed only in the area of the tours which are semi-public area. Registered guests should bring their identification documents. No access can be granted without a document. We kindly ask guests to arrive 15 minutes before the tour begins.
