The present building of the Pirita District Government was built in the 1990s as a catering and service complex known as Kloostri Peoleo and Toidutare. It was designed by architects Andres Alver and Tiit Trummal. Its location in the immediate vicinity of the ruins of the Pirita Convent and the Pirita River made the new building particularly sensitive: it had to relate to the medieval convent ensemble, the green space of the river and the resort-like milieu along Merivälja tee. The architecture shows the recognisable postmodern manner of the early 1990s, where a simple volume is joined by more playful details. The building originally operated as a complex of restaurants and service rooms; its use has since changed. Since 2014 it has housed the Pirita District Government, while some of the rooms remain in use as commercial premises.
