The theatre house on Sakala Street is part of a larger building complex originally planned as an officers’ assembly building. It was designed by architect Edgar Johan Kuusik and construction began in 1939. Because of the war and changes of power the building was only completed in 1947, opening as the House of Culture of the Working People. Its architecture interweaves festive representative traditionalism with the stricter monumental language of Stalinism. In the Soviet period the building was known as the Sakala house of political education and became one of the most important cultural institutions in central Tallinn. In the 1990s it became home to the Vanalinnastuudio, and in the 2000s it was strongly associated with Theatre NO99, which grew into one of the key symbols of contemporary Estonian theatre. Today the aim of Sakala 3 Theatre House is to provide spaces for the performing arts. One wing of the complex has housed the Ministry of Defence since 1995. The history of the building reflects the political and cultural changes of 20th-century Estonia well.
