The Tallinn Circuit Court building on the corner of Pärnu maantee and Väike-Karja Street was completed in 1894. It was designed by the provincial architect of Estonia, Erwin Bernhard, and was built as a courthouse from the outset. Its location on the edge of the Old Town and along Pärnu maantee called for a representative solution, and it is indeed one of the most striking Neo-Renaissance buildings outside Tallinn’s Old Town. The architecture of the three-storey corner building is shaped by the polygonal corner tower that articulates the facade, a representative top-lit stairwell, a powerful eaves cornice and the rustication-imitating plasterwork of the first floor. The spatial layout followed the needs of a courthouse: work rooms and courtrooms were placed in the street-side wings, connected by corridors leading from the central stairwell. During the Second World War the roof, part of the top floor and wooden details were destroyed. In the restoration that began in 1945 the facades were preserved in their original form, but a fourth floor was added. The building has retained its original main function and today houses all three levels of the court system: Tallinn Circuit Court, Tallinn Administrative Court and the Tallinn office of the Supreme Court.
